The Statutes give a vivid impression of the concerns of the more affluent members of the community. Early Acts deal with land management such as the enclosure of the Town hill or the disposal of some of the Duke of Beaufort's estates. Roads, canals and railways feature heavily, particularly as the industrial revolution begins to have an impact locally.
